Size by room, not by budget. As a rough guide, 1 ton covers around 120 to 150 square feet, 1.5 ton up to about 200, and 2 to 2.5 ton for a large majlis or open living area. An undersized unit runs constantly and never quite cools; an oversized one short-cycles and leaves the room clammy.
Buy inverter. In a climate that needs cooling eight months a year, the difference in the electricity bill is not marginal — an inverter modulates rather than switching fully on and off, and typically cuts consumption by a third.
